{"id":11357,"date":"2021-08-27T11:24:49","date_gmt":"2021-08-27T09:24:49","guid":{"rendered":"https:\/\/www.sikuel.it\/?p=11357"},"modified":"2021-11-11T15:42:07","modified_gmt":"2021-11-11T14:42:07","slug":"waste-management-regulations-2022-2025","status":"publish","type":"post","link":"https:\/\/www.sikuel.it\/en\/gestione-rifiuti\/mtr-2-arera-regolazione-rifiuti-2022-2025\/","title":{"rendered":"MTR-2 ARERA: For Waste Regulation from 2022 to 2025"},"content":{"rendered":"<p>With the closure of 2021, it will also conclude the <a href=\"https:\/\/www.sikuel.it\/en\/waste-management\/waste-collection-charges-2020\/\" target=\"_blank\" rel=\"noopener\"><strong>First period of Regulation of the Waste Tariff Method<\/strong><\/a> introduced by ARERA in July 2019.<\/p>\n<p>It is from 3 August <a href=\"https:\/\/www.arera.it\/it\/docs\/21\/363-21.htm\"><strong>Deliberation No. 363\/2021\/R\/rif<\/strong> <\/a>\u00a0of the Authority which introduces the awaited <strong>New Waste Tariff Method MTR-2 for the second regulatory period from 2022 to 2025<\/strong> with updates on the criteria for recognising efficient operating and investment costs for the integrated urban waste management service.<\/p>\n<p>&nbsp;<\/p>\n<h4><strong>Among the main innovations introduced by ARERA in the new MTR-2 is the expansion of the perimeter of control of the supply chain and the parties involved: Sweeping, Collection, Transport and, from today, also Disposal.<br \/>\n<a href=\"https:\/\/www.sikuel.it\/en\/waste-management\/train-2-area-perfect-year-2022\/\" target=\"_blank\" rel=\"noopener\">Read the guide on the PEF TARI 2022-2025 development service updated to the new MTR-2 ARERA.<\/a><\/strong><\/h4>\n<p>&nbsp;<\/p>\n<p>With the MTR-2, the tariffs for access to Urban Waste Treatment, Recovery, and Disposal plants will be regulated, foreseeing a four-year plan and rewarding best practices in environmental performance in waste valorisation and the use of technological solutions.<\/p>\n<p>The determination of plant access fees will take into account the degree of supply chain integration by distinguishing between \u201cIntegrated\u201d, \u201cMinimum\u201d, and \u201cAdditional\u201d end-of-life plants, providing for redistributive components for compensation or increase depending on the type of plant to which waste is conveyed: Composting\/anaerobic digestion, incineration plants with energy recovery, incineration plants without energy recovery, and landfill.<\/p>\n<p>These equalisation and quantification mechanisms for the aforementioned components will be defined in a subsequent measure.<\/p>\n<p>are defined as plants \u201c<em>minimum<\/em>\u201c, states ARERA, those considered essential for the closure of the waste cycle in their territory and provided for in the planning. \u201cAdditional\u201d plants are those different from the minimums, for which regulation oriented towards transparency applies.<\/p>\n<p>&nbsp;<\/p>\n<h5><em>\u00abThe regulation of the sector is certainly far from mature <strong>\u2013 <\/strong><\/em><strong>Arera president Stefano Besseghini underlines<\/strong><em> \u2013 but the path proceeds in a deliberate and constant dialogue with consumers and all stakeholders. The introduction of plant regulation, with a specific focus on closing the cycle, represents an element of absolute novelty.
