With Resolution 363\/2021\/R\/RIF of 3 August 2021, the Waste Authority ARERA approved the MTR-2, introducing new criteria for the recognition of efficient operating and investment costs for the integrated waste management service for the Second Regulatory Period 2022-2025<\/a><\/strong> as well as transparency criteria in urban waste management, introducing as the most relevant novelty the gate fee calculation for integrated waste cycle closure plants.<\/p>\n

The procedures indicated in the various documents drawn up by ARERA relate to the tariff method applicable according to Law 147\/2003, 205\/2015 and 158\/99, both with the tariff determination system of the statistical parametric type (TARI) and according to the punctual valuation provided for by Paragraph 668 of Law 147\/2013.<\/p>\n

Furthermore, with Resolution 31 October 2019 444\/2019\/R\/RIF, ARERA defined the minimum information to be displayed to users of the service (TITR) on both accounting documents (paper and\/or PDF) and online services.<\/p>\n

For the Development of the PEF TARI 2022 according to ARERA's MTR-2, Sikuel, in collaboration with GF Ambiente, has developed a fair and transparent service that enables the correct definition of: the PEF, the tariff schedule, and all supporting documentation required of the Operator and the relevant Authority.<\/h5>\n

For tariff determination, the service is provided to the Local Authority and\/or the Operator according to the application of 158\/99, thus using the coefficients indicated in the normalised method for the fixed and variable part, or according to punctual charging should this be the system adopted by the Authority.<\/p>\n

 <\/p>\n

The PEF Tari 2022 and Tariffs development service is structured as follows:<\/h5>\n
    \n
  1. Sending of a data collection form, the completion of which will be assisted by a qualified technician. This part of the work can be carried out directly at the interested body and\/or electronically.<\/li>\n
  2. Check all data and request updates, particularly concerning the Service Operator's management and accounting elements.<\/li>\n
  3. Loading of all elements in software based on the correct application of document MTR-2 in line with Annex A to resolution 363\/2021\/R\/rif<\/li>\n
  4. Data import into the consultation document for EGATO \u2013 ARERA as indicated in terms of transparency by the authority<\/li>\n
  5. Development of the 2022-2025 PEF based on reference tariff revenues determined according to the rules imposed by ARERA, which provide for the calculation of the points listed below and determination of the tariff price list:\n
      \n
    • Reclassification of a-2 costs for updating the PEF 2022-2025 using ISTAT inflation indices.<\/li>\n
    • Cost check a-2 based on the procedure indicated in document MTR-2.<\/li>\n
    • Setting up the reference tariff plan by objectively assessing the costs of efficiency improvements, the sum of revenues from the sale of materials and energy, and those due from revenues from revised collective compliance systems based on Sharing factors.<\/li>\n
    • Verification of compliance with the limit on annual revenue growth for 2022 compared to the 2021 financial year.<\/li>\n
    • Determination of Quality (QL), Perimeter (PG) values and the component for the implementation of regulatory changes introduced by Legislative Decree 116\/2020 (C116).<\/li>\n
    • Assessment of incentive operating costs for achieving service improvement targets (COI), costs for innovations introduced by Legislative Decree 116\/20 (CO), costs for covering charges to achieve minimum quality levels established by the Authority (CQ), costs for concessions provided for the COVID 2020-2021 emergency (COS), and increased costs incurred for the COVID 2020-2021 emergency (COV).<\/li>\n
    • Determination of the balancing components determined according to MTR-2 through review and verification of the balancing components resulting from previous years.<\/li>\n
    • Reconciliation of balancing components relating to the difference between variable and fixed costs 2019 and costs from the approved PEF 2020 in application of the MTR, application of Article 107, paragraph 5, of Decree-Law 18\/20.<\/li>\n
    • Descriptive report on procedures and MTR values.<\/li>\n
    • Drafting of the documentation to be sent to EGATO by the municipality and\/or in collaboration with the Manager.<\/li>\n<\/ul>\n<\/li>\n
    • Determination of TARI (Waste Tax) tariffs based on paragraphs 651 and 652 of Law no. 147\/2013<\/li>\n
    • Verification of the appropriateness of revenue and the correctness of applied waste productivity indicators<\/li>\n
    • Supporting documentation for the approval process by the institutions<\/li>\n<\/ol>\n

       <\/p>\n

      On request from the Authority (Manager\/Municipality), preparation of the accompanying report according to Appendix 2 model, based on the data submitted by the applicant.<\/p>\n

      Particular attention, if required by the Authority, will be paid to determining the value of capital costs (CK), with particular regard to Depreciation and remuneration.
      \nObviously, for that part, the cooperation of the Main Urban Hygiene Service Manager will also be necessary.<\/p>\n
