{"id":11684,"date":"2021-12-07T15:29:34","date_gmt":"2021-12-07T14:29:34","guid":{"rendered":"https:\/\/www.sikuel.it\/?p=11684"},"modified":"2021-12-07T15:29:44","modified_gmt":"2021-12-07T14:29:44","slug":"arera-mti-3-water-services-convergence-and-safeguard","status":"publish","type":"post","link":"https:\/\/www.sikuel.it\/en\/servizio-idrico\/arera-mti-3-servizio-idrico-convergenza-e-salvaguardia\/","title":{"rendered":"ARERA MTI-3 Water Service: Convergence and Safeguard Scheme"},"content":{"rendered":"<p>The MTI-3 2020-2023, introduced by ARERA with resolution 580\/2019\/R\/idr, provides, among other things, <strong>for Public and Private Managers who have had difficulty accessing the Tariff Update<\/strong> due to a lack of features or failure to comply with certain requirements, <strong>Adherence to the Convergence Regulatory Schema or the Safeguard Regime<\/strong>.<\/p>\n<p>While Safeguard regimes are granted to Municipalities based on specific requirements laid out in the Unified Text on the Environment (Legislative Decree 152\/06, Article 147, 2bis, paragraph b), adherence to the Convergence Regulatory Scheme is instead a \u201cSimplified\u201d pathway for regularising operators and moving towards adequate Water Service quality standards and tariffs determined by the respective Water Authority.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h4><strong>Regulatory Convergence Scheme<\/strong><\/h4>\n<p>Below we outline the necessary resolutions and proposed activities for supporting the application of the scheme:<\/p>\n<ul>\n<li>ARERA 580\/2019\/R\/idr \u2013 Regulatory Convergence Scheme (Art. 31)<\/li>\n<li>ARERA 655\/2015\/R\/Idr \u2013 Regulation of Contractual Quality<\/li>\n<li>ARERA 311\/2019\/R\/idr \u2013 Regulation of Arrears for the Integrated Water Service<\/li>\n<li>ARERA 665\/2017\/R\/Idr \u2013 Integrated Text of Water Service Charges<\/li>\n<li>ARERA 897\/2017\/R\/Idr \u2013 Social Water Bonus<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>ARERA no. 580\/2019<\/u><\/strong><u> <\/u><strong><u>\u2013 <\/u><em><u>Regulatory Convergence Scheme (Art. 31)<\/u><\/em><\/strong><\/p>\n<p>Support is provided for the drafting of the PEF (Economic and Financial Plan) and for the preparation of documentation and data required by ARERA or the Water Service Authority, following a phased approach to regularisation for the Operator adhering to the Convergence Regulatory Scheme.<\/p>\n<p>Furthermore, support is foreseen for the regularisation of the application, declarations and payment to the CSEA Fund of the additional tariff components UI1-UI2-UI3 and UI4.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>ARERA no. 655\/2015<\/u><u> \u2013 <em>Contractual Quality Adjustment and adoption of the water service charter<\/em><\/u><\/strong><\/p>\n<p>A range of services and activities will be provided to support the definition of the RQSII, specifically:<\/p>\n<ul>\n<li>Definition of RQSII relating to the SII Contractual Quality Indicators.<\/li>\n<li>Definition in the RQSII of the Modalities, Levels and Timing of each individual Indicator.<\/li>\n<li>Support for the drafting and continuous updating of the Service Charter, providing guidelines on the main content to be included.<\/li>\n<li>Editorial support and continuous updating of the SII Regulations, with the provision of guidance regarding the main content to be included.<\/li>\n<li>Support for the preparation of the mandatory annual data submission of Communications to the Authority and to the ATO, based on the data collected and communicated to Sikuel by the Client.<\/li>\n<li>Support for the Preparation of User Communications.<\/li>\n<li><u>Support for redesigning the graphics of the Operator's Invoice to adapt it to the minimum content<\/u> <u>provided for by the Authority.<\/u><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>ARERA 311\/2019<\/u><u> \u2013 <em>Managing Arrears in Water Services<\/em><\/u><\/strong><\/p>\n<p>A range of services and activities will be provided to support:<\/p>\n<ul>\n<li>Continuous updating of the Regulations and the Charter of Services in order to apply the correct procedure for managing Arrears in accordance with this resolution.<\/li>\n<li>The preparation of reminder and default notices.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>ARERA 897\/2017 <\/u><u>\u2013 <em>Related to the Water Social Bonus<\/em><\/u><\/strong><\/p>\n<p>Services and support activities for the application of the new regulatory provisions of ARERA Resolution 897\/2017, Social Water Bonus. In particular:<\/p>\n<ul>\n<li>Any necessary integration to the regulations.<\/li>\n<li>Accreditation Support Services for the SII Single Buyer Portal.<\/li>\n<li>Regulatory support for the application of UI3 and its payment to the CSEA fund.<\/li>\n<li>Support for extracting ISEE files and resubmitting validated data.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>ARERA 665\/2017<\/u><u> \u2013 <em>Integrated Water Services Tariffs <a href=\"https:\/\/www.sikuel.it\/en\/water-service\/water-database-remediation\/\" target=\"_blank\" rel=\"noopener\">TICSI<\/a><\/em><\/u><\/strong><\/p>\n<p>The TICSI alignment service includes an additional service for the cleansing and normalisation of Customer data, concerning the liable individuals recorded as the account holders, by updating their PERSONAL DATA (validation of fiscal code, life\/death status, last known residence), and of the\u00a0<u>LAND REGISTRY REFERENCES<\/u>\u00a0of the properties in its remit.<br \/>\nConcurrently, for those who have been cleared, contracts and the number of family members for residents will be updated.<\/p>\n<p>&nbsp;<\/p>\n<h4><strong>Safeguard measures<\/strong><\/h4>\n<p>Municipalities that meet one of these characteristics can request a Safeguarding of the Water Service Management Application:<\/p>\n<ol>\n<li>the management of water services in an autonomous form in mountain municipalities with a population of less than 1,000 inhabitants already established under paragraph 5 of Article 148;<\/li>\n<li>Existing autonomous water service management in municipalities that simultaneously present the following characteristics: water supply from qualitatively valuable sources; springs located within natural parks or protected natural areas, or in sites identified as landscape assets pursuant to the Code of Cultural Heritage and Landscape, referred to in Legislative Decree 22 January 2004, n. 42; efficient use of the resource and protection of the water body.
