{"id":9908,"date":"2020-07-21T16:36:53","date_gmt":"2020-07-21T14:36:53","guid":{"rendered":"https:\/\/www.sikuel.it\/?p=9908"},"modified":"2021-07-06T14:45:40","modified_gmt":"2021-07-06T12:45:40","slug":"simplifications-decree-pagopa-budget","status":"publish","type":"post","link":"https:\/\/www.sikuel.it\/en\/servizio-idrico\/decreto-semplificazioni-pagopa-bilancio\/","title":{"rendered":"Simplification Decree: New deadlines for Balance Sheet and Pago PA"},"content":{"rendered":"<div class=\"page\" title=\"Page 1\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<strong>Published in Official Gazette No. 178 is Decree-Law Simplifications No. 76 of 16 July 2020, titled \u201cURGENT MEASURES FOR SIMPLIFICATION AND DIGITAL INNOVATION\u201d.<br \/>\n<\/strong>The DL has been in force since Friday 17 July 2020 and must be converted into law by October 2020.<br \/>\nIn the 65 articles contained within, divided into Titles and Chapters, the Decree introduces new provisions aimed at <strong>SIMPLIFY<\/strong> The Procurement Code and the Consolidated Building Act, while the measures provided for\u2019<strong>Digital Innovation <\/strong>they modify the Digital Administration Code, setting new objectives and deadlines for the Public Administration.<br \/>\nThe following are the articles that constitute the new expiry terms with respect to what has been issued up to the present decree, and specifically <strong>the postponement for the approval of the Local Authorities' Budget for the Financial Year to 30 September 2020 (Title II - Chapter II, Article 17<\/strong> <strong>and the extension to 28 February 2021 (Title III-Chapter I, Art. 24<\/strong> <strong>comma 2a) for payment methods via <a href=\"https:\/\/www.sikuel.it\/en\/2019\/10\/04\/pagopa-mandatory-january-2020-electronic-payments\/\" target=\"_blank\" rel=\"noopener\">PagoPA platform<\/a>.<\/strong><br \/>\n&nbsp;<\/p>\n<ul>\n<li><strong>POSTPONEMENT OF THE DEADLINE FOR APPROVING THE BUDGET FOR LOCAL AUTHORITIES \u2013\u00a0<\/strong><strong><strong>30 September 2020<\/strong><\/strong>&nbsp;<\/li>\n<\/ul>\n<p><strong><u>Title II<\/u><\/strong><u>\u00a0\u2013 Procedural simplifications and liability<br \/>\n<\/u>Chapter II (Art. 17) Simplifications concerning Local Authorities and the state of emergency<br \/>\n<strong><em>Financial stability of local authorities<br \/>\n<\/em><\/strong>1. Given the extraordinary public health emergency situation arising from the spread of the COVID-19 epidemic<strong>,the deadline referred to in the first sentence of Article 243-bis, paragraph 5, of Legislative Decree 18 August 2000, no. 267, is set at 30 September 2020<\/strong>\u00a0 should the ninety-day period expire before the aforementioned date. Municipalities for which the ninety-day period expired on 30 June 2020, as a result of the postponement made pursuant to article 107, paragraph 7, of decree-law of 17 March 2020, n. 18, converted, with amendments, by law of 24 April 2020, n. 27, or expired between 30 June 2020 and the date of entry into force of this decree, shall have their time limits extended.<br \/>\n&nbsp;<\/p>\n<ul>\n<li><strong>POSTPONEMENT OF MANDATORY EXCLUSIVE USE OF THE PAGO-PA PAYMENT PLATFORM FOR ALL PUBLIC ADMINISTRATIONS \u2013 28 February 2021<\/strong><\/li>\n<\/ul>\n<p><strong><br \/>\n<\/strong><strong><u>Title III<\/u><\/strong><u>\u00a0\u2013 Simplification measures to support and promote digital administration<br \/>\n<\/u>Chapter I (Art. 24) \u2013 Digital Citizenship and Access to Digital Public Administration Services<br \/>\n<strong><em>Digital identity, digital domicile and access to digital services<br \/>\n<\/em><\/strong>For the purpose of simplifying and facilitating access to public administration network services by citizens and businesses, and the effective exercise of the right to use digital technologies, the following amendments are made to Legislative Decree No. 82 of 7 March 2005:<br \/>\n...
