PagoPA – Electronic payments to public administrations mandatory from 2020

PagoPA is the Electronic Payments System created by the Agency for Digital Italy to provide all taxpayers with a simple, efficient, and functional channel for making payments to Public Administration.
A new mode, therefore, which passes through digital channels but also through traditional systems Sisal, Lottomatica, Banca 5, enabled ATMs, home banking displaying the CBILL and PagoPA logos, post offices and other participating Payment Service Providers (PSPs).

From 1 January 2020, as provided for by Article 65, paragraph 2, of Legislative Decree 13 December 2017, no. 217, as amended by Article 8, paragraph 4, of Law Decree 14/12/2018, no. 135, all payments to Public Administrations will be mandatory available also through the PagoPA System.

Initially extended to 30 June, the deadline by which all payments to the Public Administration must go through the PagoPA platform has been postponed, as read in the Simplifications Decree, to 28 February 2021.

The payment models envisaged and which the Public Administration must adopt are as follows:

Mod. 1 & 2 – Payments on the Authority's website or mobile app
These models comply with the latest digital payment standards, and citizens can access them by connecting to the entity's website and paying with their own cards (credit, debit, prepaid), thereby obtaining the relevant payment receipt.
For Public Bodies that provide Digital Services such as The Tax Portal It is necessary to enable the connection interface with the accredited technological partner at the PagoPA payments node for its citizens.

Mod. 3 – Payment via payment notice
This model is necessary to ensure the provision of physical payment channels.
The citizen must possess the Payment Notice and therefore the IUV code (Unique Payment Identifier) to communicate to the Payment Service Provider (bank, Sisal circuit, etc.) to verify their debt situation with the Authority in real-time and proceed with payment.
The new feature introduced in this regard makes it necessary to replace the old graphic design of the bill in favour of a new, more intuitive model.

Payments will need to be channelled into specific bank or post office current accounts, but the technology would also allow for all the various payments to be channelled into a single account, and therefore potentially enable the “set-offs” and reconciliations that have long been desired in local public administrations as well.
