The digital transformation of public administration takes a new step forward. From 2nd July 2026, all Public Administrations (PA) and Public Service Managers (PSM) can automatically access the data of the’National Resident Population Register (ANPR) through the National Digital Data Platform (PDND).
A new development set to have a real impact on the organisation of public services: fewer requests for documentation from citizens, up-to-date data, and faster procedures thanks to the automatic exchange of information between administrations.

National Register ANPR and PDND: increasingly concrete interoperability
The National Digital Data Platform (PDND) today represents the main national ecosystem for interoperability between Public Administrations.
Through the platform, bodies can automatically consult data made available by other administrations, in full compliance with current legislation and the authorisation levels provided.
The latest evolution concerns precisely the’National Resident Population Register (ANPR), which makes updated demographic information available automatically from the Municipalities.
The European principle of’ “once only”, according to which citizens and businesses will no longer have to repeatedly submit the same information to different authorities. If data is already present in an authorised public database, the Public Administration will retrieve it automatically, without burdening the user.
The benefits are immediate:
- reduction of self-certifications;
- elimination of manual checks;
- data always updated at the source;
- minor errors due to duplication of information;
- faster and more efficient services.
An evolution that concerns not only public administrations but also all Public Service Operators who, in carrying out their institutional activities, can access the data made available by ANPR through the PDND.
Greater efficiency, but also greater responsibility
However, automatic access to data does not alter the responsibilities of those who use it.
Each administration remains the controller of the data consulted and must ensure that each query complies with the principles of lawfulness, relevance, and proportionality established by the personal data protection legislation.
The Ministry of the Interior, as the data controller of the ANPR, will further continue to monitor accesses made via PDND, verifying any anomalous uses or uses that are inconsistent with the stated purposes of the user Entities.
Interoperability therefore speeds up administrative processes without sacrificing the necessary levels of security and control.
