NEW METHOD FOR AUTOMATIC RECOGNITION OF SOCIAL BONUSES (ELECTRICITY-GAS-WATER)
11/DACU/2020 - Operational procedures during the transitional period
ARERA, with Determination 11/DACU/2020, in anticipation of the entry into force of the automatic recognition of social bonuses for economic hardship from 1 January 2021 and in line with the provisions already sent to ANCI regarding the adaptation and progressive cessation of the SGAte system's functionalities, has published the operational guidelines for the transitional period:
- It was Blocked, from 1 January 2021, entry into the SGAte system of Social bonus queries electricity, gas and/or water for economic hardship, renewal, change of supply location, re-issuing of domiciled bank transfers.
- It is still permitted, to electricity and natural gas distribution companies and to integrated water service managers, The return of results to the SGAte system for the questions admitted to the system in the last two months of 2020, to be carried out by 28 February 2021 at the latest.
- Within the same deadline of 28 February 2021 Is it possible insert any outcome amendments into the SGAte system relating to the questions analysed during the year 2020.
- It's still coming kept the intake channel open on behalf of Distribution companies and integrated water service managers, of the Questions admitted to the SGAte system during the year 2020 subject to subsequent review or revocation by 30 November 2021 at the latest, in order to allow, respectively, the recognition of bonus(es) to eligible recipients or the cessation of compensation payments in cases where eligibility requirements are no longer met. In any case, the return of results to the SGAte system is NOT PROVIDED for in these circumstances.
- For social hardship bonuses applications admitted to the SGAte system up to December 31, 2020 and relating to supplies to Domestic customers/direct users, the payment of the remaining bonus portion, to cover the 12 (twelve) months of the compensation period, can take place according to one of the following methods:
- according to the procedures and timescales laid down by the TIBEG and the TIBSI;
- Or, by dividing the amount due into uniform instalments in invoices issued from January to June 2021;
- in cases where the relief period extends beyond June 2021, still paying the last instalment due in a single solution, in the first invoice issued after 30 June 2021;
- For Social water benefits for indirect users and questions admitted into the SGAte system until 31 December 2020, operators shall provide them in accordance with Article 5, paragraph 5.1, letter b) and Article 6 of the TIBSI. 7.
- For social gas bonuses pertaining to indirect domestic customers and questions admitted to the SGAte system up to 31 December 2020, SGAte shall make available to the Energy and Environmental Services Fund and Poste Italiane the necessary information for the disbursement to continue with the usual methods of payment through domiciled bank transfer.
