A faster, more citizen-centric public administration: the importance of Measure 1.3.1
The Measure 1.3.1 “National Digital Data Platform” allocated last October and aimed at municipalities, provides for a fund of 110 million euros to support bodies that need to comply with the provisions of the regulations. According to the Guidelines on the technical interoperability of Public Administration, Local authorities must indeed develop the programming interfaces in the API catalogue of the National Data Digital Platform., to be provided in two ways, REST API and SOAP API, according to specific technical instructions indicated in the notice.
The aim of the measure is to create a system that promotes Information exchange among public administrations, facilitating the Data transmission and the’IT systems interoperability. In short, a platform that ensures constant, real-time, and fast dialogue between public administrations, which eliminates administrative checks, and which guarantees homogeneous treatment nationally. All innovations that are part of the simplification and digitisation process in effect and provided for by National Recovery and Resilience Plan in compliance with the once-only principle strongly supported by the European Union for much speedier and more effective administrative operations – according to this principle, for example, a citizen who needs to interact with an administration must enter their data only once; the system, and therefore the sharing of databases, will then ensure the transmission of that data from PA to PA (duly authenticated and authorised by the platform), relieving the citizen of new tasks.
How to apply for the call for applications: required qualifications and useful information
For the call for applications no design level or form of co-financing is required. They are provided seven different belonging bands to which each municipality will be assigned based on the number of inhabitants; each range corresponds to a allocated amount and default number of APIs to expose. Only one question may be submitted per Authority, which must be submitted exclusively online. One point to highlight is that, regardless of whether or not they join the tender, Local Authorities are obliged to register with the PDND, to develop programming interfaces and make their databases available by 20 September 2023 at the latest.
