Messina: Computerised management of the waste collection cycle to increase separate collection by 43%

For the city of Messina, increasing the rate of separate waste collection from 22% to 65% is a challenge, a target to be achieved in the coming months and no later than the end of 2019. Following a public tender, Messinaservizi Bene Comune S.p.A. has selected the partner for the computerisation of its management and services: the Ragusa-based software house Sikuel, a company belonging to the Maggioli Spa Group.
We discussed this with architect Giuseppe Lombardo, President of Messinaservizi. Bene Comune S.p.A., a single-shareholder “in-house providing” company of the Municipality of Messina that manages the integrated waste cycle.

“How to efficiently and punctually manage door-to-door separate waste collection in a large and complex municipality like Messina?”

«Messina is the third largest municipality in Sicily and the first large municipality on the island to launch an all-encompassing door-to-door separate waste collection project throughout the entire city. Our objective – clarifies Arch. Giuseppe Lombardo, President of MessinaServizi – is to meet European standards on material recovery rates and increase the rate of separate waste collection to 65% by the end of 2019».

An objective that can also be achieved thanks to the IT solutions offered by Sikuel with the Suite K-TARIP, which foresee a series of advanced features and services for comprehensive management of the entire active cycle of Differentiated Collection.

«At this moment – comments the arch.  Lombardo Nine teams are involved in delivering waste bins to citizens through door-to-door delivery and user registration. This is a crucial operation because it will allow us to map and monitor the territory for the creation of a database capable of interfacing with the municipal registry for reporting anomalies and inconsistencies and for the accurate calculation of the Tari (waste tax).

Georeferencing on a map relates not only to equipment but also to collection routes and empties.

«Messina has a varied territory which, in addition to the city, includes 48 villages and 50 km of coastline. It is essential for us – underlines the architect.  Lombardo to rely on a computer system that allows us to manage collection centres and to track, monitor and optimise every operation in order to best plan all daily activities and services.

Finally, important news for timely resident information comes from smart citizen services provided via a dedicated app, which will allow users to manage all household and commercial waste separation activities.

The app will feature a “Recycling Guide” for correct waste separation and a zone-based collection calendar for daily activities, with the option to set reminders. It will also be possible to schedule bulky waste collections and report illegal dumps or service disruptions in the area via photos and GPS geolocation, and to view the history of waste deposited at Ecological islands with relative premium, monitor daily empties and manage multiple properties belonging to the same owner. In the dedicated area, the user will have a summary of the notices/invoices for their utility, and the news section will host institutional updates related to environmental issues.

«Citizen cooperation is crucial for the success of separate waste collection. It is therefore essential – conclude Lombardo – to equip it with a simple and intuitive tool that can be functional for proper waste management. The message we want to convey is that “those who pollute pay more, those who separate are entitled to advantages and deductions.” The citizen themselves will be able to transparently and precisely monitor their waste collection and learn to produce less and less undifferentiated waste. It is our incentive to aim for improvement and efficiency, to inform taxpayers and make them more aware and conscientious of their choices regarding recycling and eco-sustainability.».
