Social Bonus Electricity, Gas and Water (Del. 76/20/R/com)
The ARERA, with resolution 76/20/R/com, With regard to the Water Social Bonus, in light of the stringent national measures adopted to combat and contain the spread of the COVID-19 virus, the deadlines for submitting renewal applications for national social bonuses (Electricity Bonus, Gas Bonus, and Water Social Bonus) have been suspended.
In fact, all renewal deadlines for Social Bonuses falling between 1 March and 30 April 2020 are suspended, and citizens have 60 days from the end of the suspension (i.e. from 30 April 2020, unless further extensions) to renew their Social Bonus application.
The renewal application submitted in this way will have retroactive validity, meaning it will take effect from the original expiry date and will be valid for 12 months from the original expiry date.
To all citizens affected by this suspension, the provider will ensure the continuity of the Social Bonus, meaning the user will not suffer any disadvantage.
During the same period, i.e. between 1st March and 30th April 2020, the deadlines for submitting data relating to the communication flow aimed at providing interested citizens with information on eligibility for the compensation scheme and the need to renew the bonus application through the IT system for admission management, i.e. the information flow with the ANCI SGATE System, are also suspended.
Further postponement until 30 April 2020 of the closure of data collections for “Quality of tariffs management and user relations service” and “Quality of the integrated urban waste management service”.”
With a statement addressed to industry operators, in consideration of the ongoing COVID-19 emergency, as well as the stringent national measures adopted to combat and contain the spread of the virus, ARERA has further deferred until 30 April 2020 terms for closing data collections“Quality of integrated municipal waste management service”and“Quality of service for tariff management and user relations“commenced, respectively, with determinations of 10 October 2019, 3/DRIF/2019, and 18 December 2019, 4/DRIF/2019.
Postponement of TARI Fee Approval Deadlines (Art. 107, paragraph 4, DL 18/2020)
ARERA has communicated, directly to the operators, that the deadline for the determination of the Tari and Tari corrispettivo tariffs provided for by article 1, paragraph 683-bis, of law 27 December 2013, n.147, has been deferred from 30 April 2020 as at 30 June 2020 in accordance with Article 107, paragraph 4, of Decree-Law of 17 March 2020, no. 18, titled “Measures to strengthen the National Health Service and provide economic support for families, workers and businesses connected to the epidemiological emergency from COVID-19” (published in the Official Gazette, General Series, no. 70 of 17 March 2020).
Economic and Financial Plan (PEF) TARI (Article 107, paragraph 5)
Paragraph 5 of the aforementioned Article 107 then provided that “Municipalities may, in derogation from Article 1, paragraphs 654 and 683, of Law 27 December 2013, no. 147, approve the TARI tariffs and the reciprocal tariff adopted for 2019, also for 2020, by determining and approving the waste service financial and economic plan (PEF) for 2020 by 31 December 2020. Any adjustment between the costs resulting from the 2020 PEF and the costs determined for 2019 may be spread over three years, starting from 2021”.
