Phase 2: Public Administrations Towards Reopening. But Appointments with Offices Will Be Booked Online

While awaiting new guidelines from the Government's task force regarding the timing and methods of reopening, Phase 2 is now close, and Public Administrations are planning for the return of employees from smart working and the gradual resumption of activities and services provided.

But how will it be possible to contain citizen gatherings in offices?
How to protect the health of citizens who will need to visit their local council offices?

Emergency regulations have minimised the presence of staff on duty to clearly limit contagion, while still guaranteeing essential public administration services.
Therefore, fewer operators, at a time when the public counter is closed due to the general lockdown, and tax payments are deferred in favour of reduced tax pressure on taxpayers, as stated in Article 67 of Decree-Law 18/2020.


In this first phase, the Government's objectives for the protection of public administration operators and citizens have been very clear:

  • Close offices where there is public contact.;
  • Postpone tax deadlines falling within this period to June;
  • Prefer to use online tools for submitting and paying taxes.

For the reopening of municipal offices to the public, as planned for Phase 2 and for which the timetable is expected in the coming days, an internal to external reorganisation will be necessary to continue to maintain First and foremost, the protection of citizens' health – as has been stated several times by Prime Minister Giuseppe Conte – and to guarantee the safety of workplaces, so as not to undermine the efforts our country has made so far.


Talk of staff rotation has already begun, and soon we'll need to consider staggered opening days for the public, especially with the tax deadlines approaching in June.

In this context, it will be essential to limit gatherings at the Administration's customer service desks, avoiding waiting rooms and queues.

Citizens can consult the configured services and the calendar by connecting to the dedicated address (comune.k-pas.it) from any internet-connected device and then proceed to book via a few simple steps.

K-PAS will send the booking summary to the user via SMS and email, including information on how to reach the appointment location and how to make the most of the requested service.

This way, waiting rooms and office crowding will be avoided, continuing to protect, especially in this phase, the health of citizens and the work reorganisation of public operators.
