With the closure of 2021, it will also conclude the First period of Regulation of the Waste Tariff Method introduced by ARERA in July 2019.
It is from 3 August Deliberation No. 363/2021/R/rif of the Authority which introduces the awaited New Waste Tariff Method MTR-2 for the second regulatory period from 2022 to 2025 with updates on the criteria for recognising efficient operating and investment costs for the integrated urban waste management service.
Among the main innovations introduced by ARERA in the new MTR-2 is the expansion of the perimeter of control of the supply chain and the parties involved: Sweeping, Collection, Transport and, from today, also Disposal.

With the MTR-2, the tariffs for access to Urban Waste Treatment, Recovery, and Disposal plants will be regulated, foreseeing a four-year plan and rewarding best practices in environmental performance in waste valorisation and the use of technological solutions.
The determination of plant access fees will take into account the degree of supply chain integration by distinguishing between “Integrated”, “Minimum”, and “Additional” end-of-life plants, providing for redistributive components for compensation or increase depending on the type of plant to which waste is conveyed: Composting/anaerobic digestion, incineration plants with energy recovery, incineration plants without energy recovery, and landfill.
These equalisation and quantification mechanisms for the aforementioned components will be defined in a subsequent measure.

«The regulation of the sector is certainly far from mature – Arera president Stefano Besseghini underlines – but the path proceeds in a deliberate and constant dialogue with consumers and all stakeholders. The introduction of plant regulation, with a specific focus on closing the cycle, represents an element of absolute novelty. The MTR-2 is a flexible tool that allows territorial authorities and operators to provide users with adequate services at sustainable costs, and the Authority is ready to intervene in cases of inertia in the application of the method.
The Asymmetric tariff regulation model has also been confirmed, which allows for the management of territorial and operational differences in terms of both the presence of facilities and waste flow management.
The MTR-2 regulation, therefore, in addition to applying to all integrated managers and their plants, applies to non-integrated operators managing “minimal” plants, with the introduction of decreasing incentives based on the type of waste treatment they carry out (composting, anaerobic digestion, waste-to-energy).
Landfilling is always penalised.
Waste collection rates, waste treatment with reuse or recycling, territorial proximity, and the dimensional, technological, and environmental impact characteristics of facilities, become quantitative variables with the MTR-2 that determine the TARI, making it closer to citizens' needs.
