Autumn will be very busy for Local Authorities and Environmental Service Managers, as the first Tariff Method for Waste Management is expected to be published by 31 October 2019. This will include a submission of data as Monitoring of existing Tariffs applied in 2018 and 2019.
Indeed, it is evident that nationally, with regard to the waste tax (TARI), there is a certain tariff variation, hence the need to unify the tariff method and monitor the currently applicable tariffs.
The Authority aims to regulate for the Waste Service, the completeness and consistency of economic information and so-called “efficient costs”, as well as the coherence of fees with the latter.
Indeed, with resolution 303/2019/R/rif, the Authority unified the existing Cost and Tariff Monitoring obligations by issuing the first Tariff Method.
The stages provided for by the Resolution are as follows:
- The consultation document, which will cover the subject of Monitoring and the Tariff Method for the next Tari Financial Plans, will be published by the end of July, with a specific focus on what the Efficient Costs recognised in the Tariff should be.;
- By the end of October, the definitive decree will be issued, establishing eligible costs, tariff structure, data for monitoring, documentation to be submitted to support the data, and submission deadlines.
- By the end of the year, data collection will be completed to allow the application of the new tariff structure from January 2020 onwards.
Therefore, for Environmental Service Managers and Local Authorities, a period of tight and peremptory deadlines is anticipated within which to communicate, in full, the data requested by the Authority..
