Urban waste management: the Albese – Braidese consortium chooses Sikuel and Gruppo Maggioli to measure service quality

The collaboration between our society, Maggioli Group’s booth, the Municipality of Bra and STR company it is an example of how the synergy of intent between public and private sector In a delicate sector, such as waste management, it can make a difference and lead to important results in terms of user satisfaction, administrative efficiency, and environmental protection. Today, this synergy is strengthened and extended to the entire Association of Municipalities of the Albese Braidese area, of which Bra is the lead body, for a total of 54 local authorities and 170,000 users follow, to answer the regulatory changes imposed by ARERA in the field of municipal waste since January 2023.

 

What is the starting situation and what are the imminent forecasts regarding environmental hygiene services? We asked Raffaele Grillo, director of the financial department of Bra Town Council, as well as being responsible for the digital transition of the authority, and Bruno Biscardi, director of STR, sole manager of the waste collection cycle within the Consortium and operational arm of CO.AB.SER., the territorially competent body.

 

Urban waste: the experience of Bra

 

Let's start with the experience of Municipality of Bra who has been collaborating with Sikuel for several years in the urban waste sector. “Our relationship with Sikuel began in 2019 – explains Dr. Biscardi – with the adoption of the K-TARIP IT solution for the distribution of equipment for door-to-door collection. A natural solution that integrated with the Platforms created by Maggioli, already in use in the Municipality of Bra for several years. A thoroughly positive experience, and one that is still in use today, thanks to its ease of use and the speed with which the system adapts to citizens’ needs which ensures maximum efficiency and punctuality of the service.

 

ARERA Provisions: a single, multi-municipal portal for users of the Consorzio Albese Braidese

 

If this is the situation in the municipality of Bra, what has happened across the entire Consortium area following the entry into force of the new ARERA regulations? Certainly, the regulatory upheavals brought about by the TQRIF have highlighted how, whilst on the service side there is now almost complete alignment among all 54 member municipalities, the same cannot be said on the administrative side.

 

The need identified was therefore to to standardise the behaviour of individual entities – the Company and Municipalities – and to align them with the provisions of ARERA regarding the contractual and technical quality of the service offered (for more information on the changes imposed by Arera, read our in-depth article Who).

 

For this reason the STR company, as sole manager of the collection cycle for the entire consortium, has positioned itself as Technical quality standards guarantor provided for by the Authority and, from 2023, the direct point of contact for administrative quality standards which are then assigned to the relevant Municipalities.

Dr Biscardi explains: “We are pleased with our experience in Bra we have decided to rely on Sikuel-Gruppo Maggioli to activate a single, multi-municipal waste service portal, which incorporates data transparency, allowing users from the 54 municipalities within the consortium to submit applications and track their progress until they are successfully processed. Technical quality instances are managed directly by the K-TARIP CRM for a good proportion of the member Municipalities, integrated with the portal, while administrative quality instances are sent electronically to the management systems of the 54 Municipalities.

Some of the entities concerned use Maggioli Group software for TARI management and are therefore perfectly integrated with SIKUEL systems, without further IT, technical, or management upheavals.”.

 

The new challenges

 

2023 presents itself as a year of significant upheavals in the urban waste sector, but the experience of Bra and the Albese Braidese area Consortium attest how IT tools can make the difference in optimally tackling new challenges: “We are facing yet another revolution in a process that began some time ago,” says Dr Grillo. “As the local council, our goal this year is to refine our ability to interpret and analyse the data generated by the SIKUEL-Maggioli Group tools we use, so that we can translate this into effective and beneficial administrative decisions for our community. In short, an ever-improving service for users, whilst constantly keeping an eye on keeping costs down for the council.” STR shares this commitment, as Dr Biscardi explains: “Our challenge is to bridge the current gap between ARERA guidelines and the actual situation in certain local areas, acting as an intermediary and mediator between the parties involved, to offer an optimal service to all users concerned, and we are confident we have chosen the right partner to achieve this.”.
