The objective is ambitious, but in an Italy moving at speed in the process of Digitisation is realistically feasible. We're talking about SEND, the new Digital Notification Service provided for within the National Recovery and Resilience Plan (PNRR).

SEND is going to implement what has already been started by Post-natal depression, the Digital Notification Platform and to accelerate the digitisation process of the Italian Public Administration, as well as adding an important piece in the construction of the Digital citizenship that all of Europe is pushing for.

After SPID, CIE, the IO app, after digital signature, digital domicile and its index (INAD) and the aforementioned PND, the Dialogue between Public Administration and Citizen for a few months now it has indeed been enriched with another tool: the Digital Notification Service, through which the Public administrations can send legally binding communications to citizens with digital notification., giving up traditional methods, such as paper-based recorded delivery.

 

It’s very simple to operate

When the Public Administration sends a legally valid communication, the system verifies that a PEC (certified e-mail) address is associated with that name and, once identified, transmits the notification. The user simply needs to click on the link within the notification to access the platform and view all the documentation, including the option to download documents and potentially pay any requested charges, thanks to integration with pagoPA.

If the user does not have a certified email address (PEC), they can still choose to receive communications from public administration bodies through other digital contact points, such as the IO app, email, or mobile phone number. The system sends a courtesy notice to access the communication.

If the user has not provided any digital contact details or if 5 days pass without them accessing the notification, the system will send a paper registered letter.

 

What you need to know:

per activate or modify your digital contact details, simply access the SEND system via SPID or CIE and select your preferred methods there;
– for citizens who have not elected a digital domicile or have not selected any digital contact, the system will initially send paper documentation, and then eliminate home delivery altogether, replacing it with the possibility of collecting the deed at physical points located throughout the national territory;
– if you want, there is the possibility to Delegate to other people, physical or legal entities, to receive online notifications on their behalf, simply fill in the dedicated delegation fields within the system.

 

What are the advantages?

Innumerable. Certainty for public administrations of the recipient's availability, first and foremost, with all the resulting benefits in terms of speed and cost of the proceedings. Furthermore, entities are relieved of the burdens related to notification and even to any potential integration between systems in practice, because SEND is natively integrated with INAD, the National Index of Digital Domiciles. Furthermore, a Reduction of time and costs In general, both for the Public Administration and for the citizen, who with a few clicks and directly from their device will be able to manage everything (including proceeding with payment, as mentioned earlier) and consult the history of notifications issued to them. Lastly, the advantages for the’environment, with a drastic reduction in paper consumption and transport emissions.
