ARERA: For 2020, one measurement attempt or a self-reading will be sufficient

DEROGATIONS TO MEASUREMENT OBLIGATIONS FOR THE YEAR 2020 in the SII – A single MEASUREMENT ATTEMPT or a single VALIDATED SELF-READING will suffice.
With Resolution 235/2020/R/idr, ARERA adopted many of the requests that arose from the fact-finding investigations launched during the COVID-19 emergency period.
Among these, of particular importance, besides the further extension of the deadlines for sending Tariff data (RDT_2020 Del. 580/2019/R/idr) and Technical Quality (RQTI_2020 Del. 46/2020/R/Idr), are listed several DEROGATIONS to the provisions of Resolution 218/2016/R/idr on the Measurement of water consumption, and to Resolution 665/2017/R/idr on the measurement and control of Industrial Wastewater.

Let's briefly list:

Water Service Metering Del. 218/2016/R/Idr:

  • Derogation from Paragraph 7.1 – For the year 2020, the operator is required to carry out at least one (1) measurement collection attempt at end-users., irrespective of their average annual consumption. For the same year, the provisions of clause 7.2 (150-day period for two meter reading attempts or 90-day period for three meter reading attempts) and clause 7.3 (further meter reading attempt in the event of two failed attempts and in the absence of a self-read) shall not apply;
  • Lifting of paragraph 8.5 – For the year 2020, the measurement communicated via self-reading and validated by the manager (equivalent to a measurement value obtained based on collection by personnel appointed by the operator) absolve the obligation to attempt collection;
  • Repeal of paragraph 10.2 – For the year 2021, the Ca coefficient (Annual Consumptionto be applied is conventionally placed equal to the value determined in 2019.

Industrial Discharge Collections and Analysis of Industrial Effluents under Resolution 665/2017/R/Idr.

  • Repeal of paragraph 27.4 – For the year 2020, the water supply and sanitation (WSS) operator is required to make at least one (1) attempt to collect data on the volume discharged. from industrial users – whether measured with a dedicated meter at discharge, or determined based on values taken from the aqueduct – regardless of the annual volumes of wastewater resulting from the invoice issued referring to the most recent calendar year.
  • Derogation for paragraph 28.3 – For the year 2020, the operator is required to carry out at least one (1) analytical determination on industrial wastewater in order to identify the concentrations of the main and specific pollutants. to be used in the tariff formula, regardless of the volumes discharged, subject to the provision of a minimum number of analytical determinations for industrial wastewater with zero (0) hazardous substances in cases where the discharged volume does not exceed 15 m³/day and does not exceed 3,000 m³/year.
  • When granting exemptions, the operator still takes into account the checks to be carried out according to the recommendations of the Italian National Institute of Health for the prevention of the spread of the COVID-19 virus.
