So, let's come to the impending deadline of 31 December: what happens and for whom is it valid?

 

The 31 December 2025 deadline: what do Category 5 businesses need to do

According to ministerial resolution 3/2024, by 31 December 2025 companies that transport hazardous special waste will have to:

 

  1. Installating geolocation systems on dedicated vehicles

The devices must comply with the technical specifications identified by the Directorate Decree no. 253/2024, including:

  • Unique device ↔ registration plate ↔ chassis association;
  • route recording via geographical coordinates;
  • export data in standard format;
  • Displaying routes using computerised tools.

Excluded:

  • motor vehicles;
  • motor vehicles which, although registered in Category 5, transport non-hazardous waste only.

 

  1. Attest the presence of systems via self-declaration AGEST

By 31 December 2025 at the latest, they must transmit exclusively online the relevant self-declaration, which is for all intents and purposes a Technical eligibility requirement provided for by Article 11 of DM 120/2014.
