New Resolution (366/2021/R/COMon the AUTOMATIC WATER BONUS
MANDATORY REGISTRATION ON THE PORTAL INTEGRATED INFORMATION SYSTEM (of the Single Buyer)
Resolution 585/2020/R/COM has stipulated that water managers included in the Territorial Register of Integrated Water Services must register with the SII by 30 April 2021.
However, at present, only 312 water suppliers (most of whom are large operators serving around 75–80% of the national water end-users) are registered with the SII, out of a total of 1,874 suppliers;
Deliberation 63/2021/R/COM stipulated that, “pending accreditation [...], information exchanges between [AU] and [water] managers may take place via certified email (PEC)” ... “in order not to compromise the proper launch of the new automatic water tariff recognition mechanism”.;
However, the significant number of water utility providers that have not yet registered, as well as the guarantor's rulings regarding compliance with personal data processing requirements, highlight a critical issue that can arise from data exchange via PEC, which can lead to a high risk of data breaches and problematic aspects regarding data security.;
So, with Resolution 366/2021/R/COM of 3 August 2021, ARERA intervened to amend what was stated in Resolution 63/2021/R/COM, which Accreditation to the SII Portal by water managers, (already provided for by resolution 585/2020/R/COM), constitutes a NECESSARY (therefore MANDATORY) CONDITION FOR THE TRANSMISSION OF DATA made available by INPS by the Sole Purchaser.
Therefore, the FAILURE to register with the SII by water managers, in addition to being a VIOLATION of this obligation, makes it impossible to proceed with the automatic payment of the social water bonus to eligible users.
