TICSI ARERA – Database Cleanup and Normalisation


ARERA Resolution 665/2017, known as TICSI Consolidated Text on Water Service Charges
, has indeed introduced a series of new management specificities that oblige a significant and radical reorganisation of the Integrated Water Service Database.
The TICSI redefines new classifications for Water Utilities and introduces for Domestic Users a new tariff structure based on the components of the household.
Therefore, for the purpose of applying the provisions contained in the resolution, the cleansing and normalisation of the Tax Codes and/or VAT numbers of the Taxpayers and, primarily, the cadastral references of the individual utilities become necessary.

The TICSI alignment service involves cleansing and normalising User data, with respect to the liable parties for whom it is registered, by updating their PERSONAL DATA (Tax Code validation, life/death status, last residence), and that of LAND REGISTRY REFERENCES of the properties in its remit.
Concurrently, for those who have been cleared, contracts and the number of family members for residents will be updated.

The proposed activities will primarily focus on cleaning up the data of passive subjects who are account holders in the database, with the aim of cleaning up their tax codes, updating their last known residence, identifying any deceased individuals, and tracing their respective heirs.
In parallel, work will be carried out to identify the Cadastral Reference for each user. This will not only serve as preparatory data for ARERA provisions but will also allow for the auditing of actual contracted users and any potentially unrecorded users (EVASION).

Finally, the contract types in each redeemed utility will be correctly aligned (as per ARERA provisions) and the number of family members for Domestic Utilities will be updated.
In addition to significantly reducing the rate of undelivered mail, these data-cleaning activities will ensure compliance with regulatory requirements and create the conditions for the database to interface with other external information systems, thereby enabling automatic updates and the tracking of missing items.
