In the previous article, we looked at what resources and objectives are contained within PNRR Calls.
Let's now see what Local Authorities need to do to meet the required criteria and obtain the contribution to initiate or complete the digital transition.
The PNRR Call measures we will be looking into are:
- 1.2 Cloud Migration Enablement and Facilitation
- 1.4.3 Adoption of Pagopa and AppIO
- 1.4.4 Adoption of SPID – CIE Digital Identity
- 1.4.1 Experience of Public Services (Website + Digital Services)
1.2 Enabling and facilitating migration to the Cloud
The submission of the application on the site padigitale2026.gov.it This notice expires on 22/07/2022.
There are 3 periods of 30 days planned, and admission to the grant will be announced at the end of each one.
Organisations not admitted to the grant can still reapply in the next window, subject to economic capacity and the final deadline of July 22.
Each municipality, when submitting the application, must provide two pieces of information:
- The list of services to migrate to the cloud;
- The migration mode cloud for every service chosen.
The services are chosen from a list of 95. The Authorities must migrate a number of services between one Minimum and maximum value which are determined by the size of the municipality. Below the minimum number, you are not entitled to the contribution; above the maximum number, the contribution does not increase further.
The migration mode can be of two types:
- Secure IT infrastructure transfer (also known as Lift&Shift), without changing the applications, through a simple rehost;
- Cloud application security update, also known as cloud-native through repurchase or replatforming techniques;
The notice follows the mechanism of VOUCHER and so the bonus is tied to the raddition of objectives And the funded activities must have started after 01/02/2020.
1.4.3 Pagopa and AppIO Adoption
PagoPA Goal to achieve:
activation of the “minimum package” and activation of all indicated additional services, until the “Full PagoPA migration” is reached, which provides for all the Municipality's collection services to be migrated and active on the PagoPA platform.
For Municipalities, the minimum package of services for population bracket it is:
- 3 services for Municipalities up to 5,000 inhabitants;
- 3 services for Municipalities with 5,001 – 20,000 inhabitants;
- 5 services for Municipalities with 20,001 – 100,000 inhabitants;
- 5 services for Municipalities with 100,001 – 250,000 inhabitants;
- 5 services for municipalities with over 250,000 inhabitants.
For the PagoPA Notice, each municipality will receive funding equal to the amount obtained by multiplying the number of services requested by the value established for each population bracket:
- for Municipalities up to 5,000 inhabitants: €607
- For municipalities with 5,001 – 20,000 inhabitants: €857
- For municipalities with 20,001 – 100,000 inhabitants: €1,821
- for Municipalities with 100,001 – 250,000 inhabitants: €2,747
- For Municipalities > 250,000 inhabitants: €7,967
Services that can be funded:
- All services activated from 1/4/2021 with own resources;
- All services managed by the Municipality not yet activated on PagoPA;
- All services classified with the “MISCELLANEOUS” taxonomy and reclassified with a unique taxonomic code, according to the latest version of the Taxonomy issued by PagoPA SPA.
Please note:
- The reference for the definition of the Services is the Taxonomy of the collection services published by PagoPA S.p.A;
- The services subject to migration can be all collection services provided by each body enforcing the principle of entitlement to the credit, meaning, all collection services managed directly by the individual Authority and/or entrusted to external parties (e.g. collectors; Unions of Municipalities; Mountain Communities) can be migrated. while the Authority retains ownership of the outstanding debt (collection into the Authority's bank account);
- The payment of the contribution for the PagoPA Platform is foreseen only and exclusively if the Entity has complied with what was indicated at the time of adhesion, that is, it has Minimum package activation completed.“ as well as the activation of all additional services indicated;
- For the certification of the activation of the individual service, it will be it is sufficient to make a successful transaction (even for €0.01), with the correct application of the taxonomic code.
APP IO Objective to achieve:
activation of the “minimum package” and the activation of all additional services indicated, until reaching the “Full App IO migration” comprising on average 50 services on App IO.
The number 50 should not be considered a constraint, but merely an average indication.
For Municipalities, the minimum package of services for population size groups it is:
- 3 services for Municipalities up to 5,000 inhabitants;
- 3 services for Municipalities with 5,001 – 20,000 inhabitants;
- 5 services for Municipalities with 20,001 – 100,000 inhabitants;
- 5 services for Municipalities with 100,001 – 250,000 inhabitants;
- 5 services for municipalities with over 250,000 inhabitants.
For the IO App Notice, each Municipality will receive funding equal to the amount obtained by multiplying the number of services requested by the value established for each population bracket, up to a maximum of 50 serviceable items.
- for Municipalities of up to 5,000 inhabitants: €243
- for Municipalities with 5,001 – 20,000 inhabitants: €343
- for Municipalities 20,001 – 100,000 inhabitants: €728
- for Municipalities with 100,001 – 250,000 inhabitants: € 1,099
- for Municipalities > 250,000 inhabitants: €3,187
Services that can be funded:
- All services activated from 1/4/2021 with own resources;
- New services to activate
- Maximum of 50 services visible on the IO App.
Please note:
- The payment of the contribution for the IO App is foreseen only and exclusively in the event that the Entity has complied with what was indicated at the time of adhesion, i.e. it has completed the activation of the “minimum package” and the activation of all the indicated additional services;
- For the certification of the activation of a single service, it will be sufficient for the service to be visible on the IO App.
For both PagoPA Notices and the APP IO, the terms are:
- maximum 6 months (180 days) for supplier contracting from the date of notification of the funding decree;
- a maximum of 8 months (240 days) for the migration and activation of services, starting from the date the supplier is contracted.
1.4.4 Adoption of SPID – CIE Digital Identity
The submission of the application on the site padigitale2026.gov.it This notice expires on 02/09/2022.
All municipalities that:
- They have activated neither SPID nor CIE.;
- They have only activated SPID;
- They have only activated the CIE: the CIE refers to the new “Enter with CIE” mode of the State Mint: “Enter with CIE” must have been activated by the municipality after 31.12.2021 to request funding.
For this Notice (Digital Identity SPID and CIE) each Municipality will receive 14,000 euros.
- The first step for the Council is, by September 2nd, Submit the application on the ”Pa digitale" platform 2026”.
- The Municipalities shall indicate in their application, the maximum target achievement times; failure to meet the indicated times will preclude access to the funding. Therefore, it is appropriate to advise clients to indicate a maximum of 10 months to achieve the objective from the date of award.
- The question presented will be submitted – based on the chronological order of submission – to a monthly check of receipt and eligibility, as provided for in the Notice.
- Once Request validated, the platform communicates to the Municipality within the first few days of the following month of the application's submission the admissibility of the funding.
The Council may only award the contract to the supplier after the funding has been approved.
1.4.1 Experience of Public Services (Website + Digital Services)
The investment represents a great opportunity for municipalities to update their institutional websites and make online services more citizen-friendly.
Objective to be achieved: implementation of website improvement interventions according to specific models and guidelines concerning graphics, interface usability, new functionalities, and any digital services for citizens.
The Entity can join two packages:
- the “informed citizen package”, to update their website;
- the “active citizen package”, to implement a series of services for citizens, the number of which varies according to the size of the municipality. Services can be selected from the list of digital services for citizens.
Import financing
For the ”informed citizen” package, the Municipality will receive the following amounts:
- For Municipalities up to 5,000 inhabitants: €28,902
- for Municipalities with 5,001 – 20,000 inhabitants: €51,654
- for Municipalities with 20,001 – 50,000 inhabitants: €87,682
- for Municipalities with 50,001 – 100,000 inhabitants: €96,260
- For Municipalities with 100,001 – 250,000 inhabitants: €162,545
- for Municipalities > 250,000 inhabitants: € 500,243
For the ”active citizen” package, the Municipality will receive the indicated amount multiplied by each
Service selected:
- for Municipalities up to 5,000 inhabitants: €12,755 per service (max 4 services)
- For Municipalities with 5,001 – 20,000 inhabitants: €25,895 per service (max 4 services)
- for Municipalities with 20,001 – 50,000 inhabitants: €38,650 per service (max 5 services)
- For municipalities with 50,001 – 100,000 inhabitants: €38,650 per service (maximum 6 services)
- For Municipalities with 100,001 – 250,000 inhabitants: €58,693 per service (maximum 5 services)
- For Municipalities > 250,000 inhabitants: €77,684 per service (max 10 services).
N.B. – The Municipality cannot join only the “active citizen” package, but it can join only the “informed citizen” package.
To achieve the objectives, both packages must meet the technical requirements described.
Even just one requirement not being met in either of the two packages leads to the forfeiture of the entire funding.
