Digitalisation is one of the priorities of the National Recovery and Resilience Plan.
27% of the total PNRR budget is earmarked for the country’s digital growth and the full digitalisation of the public administration.
Digital Italy 2026 it is the strategy promoted by the Minister for Technological Innovation and Digital Transition within the PNRR.
Component 1.1 of Mission 1 is dedicated to this, for a total of €6.14 billion.

Modes of access to investments
Notices for the various measures will be published from spring 2022, and will include simplified procedures for accessing resources.
Payments will not be made based on the progress of the work but upon the achievement of results.
Access methods
- Standard solutions, for measures with a wide range of beneficiaries, each with a pre-defined economic value established based on the size and type of the Public Administration.
- Presentation of projects for measures with a small group of beneficiaries
1.1 Digital Infrastructure
Ensure that public administration systems, datasets and applications are hosted in highly reliable data centres with high-quality standards for security, performance, scalability, European interoperability and energy efficiency. The measure envisages the creation of a cutting-edge national cloud infrastructure called “National Strategic Hub”.
Thanks to the establishment of the National Strategic Hub, administrations can:
- benefit from the highest guarantees of reliability, resilience and independence;
- to ensure compliance with the safety requirements set out in the standard and to enable migration to IaaS and PaaS cloud service types.;
- improve the energy efficiency of infrastructure and achieve greater environmental sustainability by decommissioning less efficient data centres;
- achieve significant savings in public spending on data centre management that can be reinvested in the development of new services.

1.2 Cloud Migration
The measure provides for the implementation of a support and incentive programme to migrate local public administration systems, data, and applications to qualified cloud services.
The aim is to improve the quality of services offered to citizens and businesses and the security of processes, generate significant savings for public administrations, allow for greater agility and scalability in infrastructure management, improving energy efficiency and environmental sustainability for public administrations thanks to the decommissioning of less efficient data centres.
In addition to financial resources, the support package for administrations includes:
- the initial assessment
- the procedural/administrative support required to start the business
- the negotiation of the necessary external support
- the overall project management during execution

Beneficiaries: all Italian Municipalities (as well as schools, Local Health Authorities and Hospitals).

1.4.1 Public services experience
The Measure aims to improve the experience of digital public services by defining and promoting the adoption of tested and reusable models for the creation of websites and the delivery of digital public services.
The objectives to be achieved are:
- strengthening citizens' trust in institutions. Quality digital services can bridge both the digital divide and access disparities
- opportunities for all Public Administrations, even those with fewer resources, to guarantee a simple, effective, transparent, and accessible user experience
- resource saving, by automating and reusing tested, turn-key solutions
Available resources: 613 million euros
Beneficiaries: all Italian Municipalities (in addition to schools)

1.4.2 Accessibility
The Measure aims to improve the accessibility of digital public services through the dissemination of shared tools and strategies: from usability testing to communication and dissemination activities, including the development of dedicated kits and more.
Managed by AgID, it will provide support to 55 local Public Administrations (PAs) for:
- provide 28 technical experts • reduce the number of 50% errors on at least two digital services
- Disseminate at least three tools for redesigning and developing digital services
- ensure that at least 50% of the solutions are accessible via ICT and to all workers with disabilities

1.4.3 Adoption of PagoPA and AppIO
The Measure aims to support and accelerate the adoption of pagoPA, the digital platform for payments to Public Administrations, and the IO app as the main point of contact between Bodies and citizens for accessing digital public services.
Objectives:
- pagoPA: to ensure an increase of at least 20% in the number of services integrated into the platform for public administrations that have already joined (around 9,000) and those due to join in the future (2,450)
- App IO: ensure an increase of at least 20% in the number of integrated services for the 2,700 public authorities already on App IO and for the 4,300 new bodies that will join

1.4.3 Adoption of digital identity and the ANPR
The measure aims to promote the adoption of digital identity (the Public Digital Identity System, SPID, and the Electronic Identity Card, CIE) and the development of services provided by the National Register of Resident Population (ANPR)
Target: 42.3 million citizens with valid digital identities
- SPID and CIE digital identity solutions allow administrations to abandon their various locally managed authentication systems, leading to resource savings (in terms of labour and cost required for issuing and maintaining credentials) and offering secure, fast, and uniform access to online services across the entire national territory.
- With ANPR, public authorities will be able to communicate efficiently with one another, having access to a single source of personal data and information from which they can obtain reliable and secure information, enabling them to provide integrated and more efficient services to citizens. For the public administration, this means gaining efficiency by overcoming previous fragmentation, optimising resources, simplifying and automating operations relating to personal data services, consulting or extracting data, monitoring activities and carrying out analyses and statistics

1.4.5 Digitalisation of Public Notices
The Measure envisages the development and implementation of the Digital Public Acts Notification Platform, an infrastructure that Public Administrations (PAs) can use for the notification of legally valid administrative acts to natural and legal persons, contributing to a reduction in costs and time for citizens and authorities. Through the use of the digital notification system, the aim is to enable PAs to cut the direct expenses associated with the current notification process (paper printing and dispatch of acts), even in cases of citizen non-compliance. Furthermore, the certainty of notifications can help reduce a significant portion of litigation and its associated management costs.
Objective: at least 800 Public Administration Centres (PACs) and Municipalities using the PND (Registered Electronic Mail) to send legally binding digital notices to citizens, legal entities, associations and other public or private bodies.
Available resources: €245 million
