Communal Collection Centres: Sicilian Region Announcement for Infrastructure Strengthening

Under the 2021–2027 Sicily ERDF Programme, Action 2.6.2 “Construction and upgrading of infrastructure, equipment and vehicles for the management, collection, reuse and recycling of waste and processing residues”, the SRRs or the local authorities themselves are eligible for funding, amounting to 100% of the expenditure incurred, for the construction and/or extension, upgrading or adaptation of Municipal Collection Centres, with a total budget of €33,000,000.00. With SIKUEL's integrated solutions, we support tender recipients in achieving the best score for project eligibility. Furthermore, if the Municipality or SRR is already our client, we can integrate the devices into the existing system to obtain an additional 5 bonus points as a complementary intervention.

CCR Access Management – UniWaste

Access management to the CCR via user identification and linked to traffic lights and barrier gates. User recognition is managed by reading the ID card, fiscal code, or personalised badges. Black/white lists can be managed. Through the camera, photographic certification of vehicle loading can be captured and matched with the number plate captured at the entrance. K-TARIP's access management module is integrated with the TARI database to allow for user identification.

Permitted operations

  • Construction of new municipal or inter-municipal collection centres, including the purchase of a mobile collection system, also framed as equipment to enhance the new Centre and improve collection.
  • Expansion/upgrade/infrastructure improvement of municipal collection centres (MCCs) for the separate collection of urban and similar waste
 

Eligible expenses

  • Carrying out works relating to structures and systems, the purchase of supplies and services connected with the execution thereof;
  • Acquisition of properties necessary for the realisation of the work within the limits provided for in the following paragraphs 5 and 6;
  • Allowances and contributions due to public and private bodies as required by law (permits, concessions, authorisations, intended for the execution of works);
  • Value Added Tax (VAT), which is an eligible expense only if it is non-recoverable;
  • Technical expertise for surveys, feasibility studies, final and/or executive design, site supervision, measurement and accounting, safety, geological/geotechnical consultancy, any specialised consultancy as required by current regulations, technical expertise for the Single Project Manager (R.U.P.), technical-administrative and structural testing, where applicable;
  • Expenses relating to technical costs, which are recognised as eligible up to a limit of 10% of the total tender base amount, where such costs are not attributable to activities carried out directly by the beneficiary organisation’s technical office, must be contracted out to external parties in accordance with the procedures laid down by current regulations,
  • Fees and contributions due to public and private entities as required by law (permits, concessions, authorisations, for the execution of works) connected with the intervention.

Form and amount of financial contribution

The capital grant is awarded up to 100% of the total eligible costs of the project. The grant awarded for each plant must not exceed the following limits:
  1. For the creation of new CCRs, the notice provides a maximum contribution of € 700.000,00, excluding VAT and sums available.
  2. For the expansion/upgrade/adaptation of existing MRFs, the notice provides for a maximum contribution of € 200.000,00, excluding VAT and funds available.
The financial contribution referred to in this Notice cannot be combined with other national, regional, or EU public funding granted for the same initiative and relating to the same expenses.

  For the purposes of admissibility, the operation must achieve a minimum score of 60/100. Scores awarded in application of the incentive criteria do not contribute to achieving the minimum score.  

Application submission deadlines

The approval of the amendment to the Notice was published in the Official Gazette on 8 May 2025.
