The Public Notice provided for in the Fund for Technological Innovation and Digitalisation, established by the Relaunch Decree and assigned to the Minister for Technological Innovation and Digitalisation, has been published. This is for the allocation of funds to Italian Municipalities to promote the diffusion of the enabling platforms Spid, PagoPA and the IO App.
The Contribution is intended for the implementation of necessary activities for:
- To complete the migration process of your collection services to the platform PagoPA;
- Make your digital services accessible to citizens through the’App IO;
- Make its services accessible through the system SPID.
At the address https://fondoinnovazione.pagopa.it/ All Italian municipalities, with the exception of For Municipalities included in Regional agreements with aims similar to those identified by the Public Notice, they will be able to present to the application for the Public Notice, by 15 January 2021.
The Municipalities admitted to the Notice they will have to make use of Qualified Technology Partners, such as Maggioli SPA, to achieve the objectives of adoption and integration of the enabling platforms and thus obtain the contribution.
There are two deadlines for the disbursement of the contribution., following a review of the achievement of the planned objective:
By 28 February (20% of the Contribution) for the following verified activities:
– Activation of at least 1 collection service Mod 1 and Mod 3 (for pagoPA accessions from 15/12/2020)
– Activation of at least 2 new payment collection services Mod 1 and Mod 3 (for pagoPA adhesions prior to 15/12/2020).
– Activation of at least 1 service on the IO App
– Publication of at least one online service with SPID identification
By 31 December 2021 (80% of the grant) for the following verified activities:
– Activation of at least 70% of the collection services provided by the local authority, from among those listed in the table “Taxonomy of Collection Services” available on the page https://www.pagopa.gov.it/it/pagopa/documentazione/
– Publication of at least one online service with SPID identification (if not achieved by 28-02-2021)
– Activation of at least 10 services on App IO
It is also specified that if the verified activities for achieving the first objective are not sufficient and therefore not eligible for contribution, they can still be supplemented within the year to achieve the second objective and therefore the second contribution.
The contribution amounts for demographic clusters are as follows:
– € 3.900 from 0 – 5,000 inhabitants
– € 7.950 from 5,000 – 40,000 inhabitants
– € 11.850 40,000 – 200,000 inhabitants
– € 50.000 of 200,000 inhabitants
A BONUS OF 25% will be awarded if the local authority uses a technology platform provided by a software company that is used by at least 40 local authorities at regional level or at least 200 local authorities at national level.
